My previous post, #1660 I said Panzer Commander worked fine on my XP system. Well, after loading XP SP2 is started locking up and now, on a new system, Intel E6600 on EVGA 680i board with EVGA GTS 8800 card, it locks up as soon as I enter a scenario. Compatibility mode doesn't help. Hopefully we'll get past this but I'm doubtful. :-(

I don't know why everybody is mentioning their video card specifications. This is one old game, and unless you are running a really old system with a video card that is at least 10 years obsolete, then your video card should have no problem handling this game. The video card shouldn't even be an issue.
It's may be an incompatible operating system problem
OR
Your system is running this game too fast
OR
There are too many resident programs already running on your system when you try to execute this game
OR
You installed it on the wrong hard drive or your hard drive volume isn't D: (quite a few of the older programs will only run on a D: hard drive for some reason)
OR
The game won't run on your file system because you have XP or VISTA which has a NT file system while the game is compatible with a FAT16 or FAT32 file system
These are just a few of the possibilities that I could come up with just off of the top of my head, but it could be one of many other possibilites, but the video card shouldn't be the problem given the age of the program and the tremendous leaps in graphic processing power video cards have advanced to after this game was released.
