smcFanControl lets you set the minimum speed of the built-in fans. So you can increase your minimum fan speed in order to make your Mac run cooler. However in order not to damage your machine, FanControl will not let you set the minimum speed to a rate under Apple's defaults. To change fan-speeds you must have admin privileges.
